政治的主張を達成するために、
暗殺・暴行・破壊などの暴力的手段に訴える行為をテロリズム（terrorism）と言いますが、
アメリカをはじめ国際社会は、毎日のように発生する
「テロ」に怯えています。このテロ問題を解決することが、地球上で一番の課題です。
国際社会は、テロに対して武力で制圧をしています。
しかし武力による制圧は、終わりがないようです。
安全保障に関しては「安全保障理事会」を解決の場としていますが、
現実は解決能力がありません。
人権に関しては「人権理事会」および「国連人権高等弁務官事務所」で、
国際法に基づく解決を目指していますが、
日本のように国家が条約を破った場合、
国民が提訴できる「個人通報制度」は批准しないなど、
条約で定めた「人権」を守らない抜け道がたくさんあります。
国際刑事裁判所にいたっては、その機能を果たしていません。
いいえ、その機能を果たすことを逃げています。
アメリカは、世界の警察官の役割を放棄しました。
そうすると、苦しんでいる者にとって、「テロ行為」しか解決できる方法がないようです。
人類はこれから先、
独裁政治による苦しみ、戦争による苦しみ、テロによる苦しみに従うしかないのでしょうか。
嫌ならば、テロリストになれと言うのでしょうか？
