Dear sirs. Article 31 of the Constitution stipulates that "no one can be deprived
of its life or liberty unless it is proceeded by law, and can not impose any other punishment."

According to the indictment, the Chinese violated Immigration Act 22-4-4
(get status of residence (in Japan) "by submitting false documents).

by Chinese to immigration office are not documents stipulated by law.

"Cancellation of status of residence" is done by the Minister of Justice at "discretion".
