Today, I am pleased to host the 2019 Prison Reform Summit and FIRST STEP Act Celebration at the White House. This landmark legislation will improve our Nation’s criminal justice system, lower recidivism rates, and reform our prisons to make our communities safer. Nearly all incarcerated Americans will one day leave prison. Our whole Nation benefits when former inmates are able to reenter society as productive, law-abiding citizens. That is why I am proud to proclaim the month of April as Second Chance Month. This month, we recognize the challenges that former inmates face, and we resolve to ensure that they have every opportunity to lead fulfilling lives and become contributing members of society.
