Part 1 In Japan, the issuance of arrest warrants is "arbitrary."
An arrest warrant is a procedure in which a "prosecutor (and a prosecutor's clerk)"
or a "police officer of a certain class (inspector) or higher" makes a request to the court
and the judge issues an arrest warrant.
The reason for taking these steps is to activate the "check function" at each step.
The reality is that they are just "stamping" without checking anything.

In Japan, the imposition of such "arbitrary" crimes is commonplace.
In 2013, the Japanese judiciary imposed the same punishment on the staff and diplomats

Reason: Amend from "cannot be punished" to "can be punished".
