Japan's Justice in the Dark

o President Biden!

Submitted additional material to the United Nations Human Rights Council (ohchr).
I read an article that translated the coverage of Agence France-Presse.
The arrest and imprisonment of "Carlos Ghosn" violates Articles 9, 10
and 11 of the "Universal Declaration of Human Rights" and Articles 9, 10
and 14 of the "International Covenant on Civil and Political Rights".
It was taken up by the UN Working Group because it violated it.
"I" also submitted "additional materials" from "this point of view".
Japan has not ratified the "reporting system".
However, Mr. Ghosn's lawyers,
Francois Jimerley and Jessica Finnell's "complaints" to the Japanese government were deliberated
in the "working group."
If so, my "complaints" should also be dealt with by the "Working Group on Arbitrary Detention".
Please help us to do so!
Please help the US Government treat this issue "fairly" in the United Nations Human Rights Council.
I can't "attach a file" because there are a lot of materials.
As for the materials, "Documents for submitting complaints" has been uploaded below, so please download it.

Thousand Talents Program in China! Japanese researchers
It is shocking that the "real name" of "36 people" has already been posted on Wikipedia.
In the United States,
the FBI (Federal Bureau of Investigation) has arrested a thousand people involved in the project.
I would like Japan to be arrested as well.

2021-02-04: Dear Sir,
Under China's Thousand Talents Program,
developed countries should prohibit researchers from each country
from providing information and advice to Chinese universities and research institutes.
It should be banned regardless of the receipt of funding. Violators should be severely punished.
I think China is attacking not only researchers but also government officials with "honey traps."
The "tactics" that use "honey traps" are the "culture" of the "old,
Confucian nation" and should be closely monitored.
The "FBI," "CIA," and "intelligence agencies" of "each country" should monitor "contacts"
with the Chinese with "total power."
The US Department of Justice announced on the 14th
that it has indicted Professor Gun Chen (56) of the Massachusetts Institute of Technology (MIT).
He was involved in US Department of Energy research,
hiding that he was receiving a large amount of money from China, and scammed his research funds.

Japan of the same Confucian culture does not punish.
The US government should also punish Japanese researchers. (Like China's Faway Finance CEO)
It is obligatory to declare if the applicant receives foreign research funds,
keeping in mind the Chinese human resources invitation project "Thousand Talents Program"
that gathers researchers from overseas.
The Ministry of Education, Culture, Sports,
Science and Technology has mandated the "Grants-in-Aid for Scientific Research
(Grants-in-Aid for Scientific Research)" from 2021 in Japan. !!

Part 1 Mr. Chen, who was born in China and is "American",
is an expert in thermal energy and was also the "head of the mechanical engineering department of MIT".
According to the Justice Department, Mr. Chen has been providing information
and advice on science and technology as an "overseas expert" of the Chinese government since 2012.
In return, he earned $ 29 million from "universities in China, etc."
Mr. Chen said he participated in research by the Department of Energy
and others without reporting these contracts
and rewards, and received research funding from the US government.
The ministry requires disclosure of foreign government funding when involved in research.
The Justice Department is cracking down on improper relations
between state-of-the-art researchers and China.
In January last year, he charged a professor at Harvard University
for hiding his participation in China's Thousand Talents Program,
which attracts outstanding researchers.

In response to concerns about technology leaks,
the government has set guidelines later this year and has decided to require researchers
receiving public subsidies to disclose foreign funds and activities overseas in principle.
The Ministry of Education, Culture, Sports,
Science and Technology has taken measures for Kakenhi, which is the largest research fund in Japan.
Countries concerned about the outflow of advanced technologies
that may be diverted to the military are working to strengthen their control.
The "Integrated Innovation Strategy 2020",
which was approved by the government in July last year,
also pointed out the need to increase the transparency of research in order to prevent information leakage.

I will write tomorrow, too.

The amendment of the Immigration Control Act in January 2017 states
that "I am not guilty" as the reason for the amendment.
Reason: Amend from "cannot be punished" to "can be punished".
It is a false charge. Thank you to everyone in the international community.
However, the Japanese government has not yet apologized. See below for the indictment. (Japanese)
