Dear Sirs,
I am Japanese. I admire the American nation of liberty and democracy governed under the law.
I filed a complaint against the United Nations High Commissioner for Human Rights office concerning the "Immigration Control Law violation incident". Japan has not ratified the treaty that sets out the "personal reporting system" in the Optional Protocol on Human Rights. Among developed countries, only Japan is not ratified.
The reply of the United Nations is below.
We hereby acknowledge receipt of your communication. After careful consideration of the contents of your petition, we sincerely regret having to inform you that the petition cannot be examined under the individual complaints procedure of the human rights treaties, as the Treaty Body Committees cannot receive and consider individual petitions unless the State party concerned has recognized the Committees' mandate to examine individual petitions. Japan has not recognized such a mandate.

I am appealing to the international community because the Japanese government is expelling legitimate immigrants against international law illegally as criminals and expelling them from the world. Many foreigners are crying. Help me.

私は、「入管法違反事件」について、国連人権高等弁務官事務所に、苦情の提訴をしました。日本は、人権に関する選択議定書で、「個人通報制度」を定めている条約に批准していません。先進国の中で、批准していないのは、日本だけです。

私は、日本政府が、国際法に反する、合法的な移民を、不法に犯罪者にして、国外追放していますので、国際社会に訴えています。多くの外国人が泣いています。助けてください。
２０１０年の中国人４人に対する「入管法違反事件」および中国人部下および私に対する「入管法違反幇助事件」、２０１４－２０１５のフィリッピン大使館で起きた、フィリッピン人に対する「入管法違反事件」、大使館職員、外交官に対する「入管法違反幇助事件」。いじれも適用法違反、国際法に反する判決です。
アメリカ政府にお願いします。日本政府に被害者への名誉の回復と賠償を勧告してください。そして、「個人通報制度」を批准するように圧力をかけてください。
