１９２５年、普通選挙法が成立したが、それと同時に「治安維持法」も制定された。国体（天皇制）の変革や、私有財産制の否定を目的とした結社とその運動を禁止することを法律として可能とした。具体的には、はじめは共産党（１９２２年結成）などの社会革命をめざす運動を取り締まるものであったが、次第に政府の政策を批判する自由な発言も取り締まりの対象となり、穏健な自由主義者や労働運動なども取り締まりの対象となっていった。また１９２８年の内閣は、勅令で最高刑に死刑を加え、軍部に対する反対運動や反戦活動を厳しく弾圧する手段とされた。日本の天皇制軍国主義体制を支える立法であったので、１９４５年、日本の敗戦とともに撤廃された。
今国会で、「治安維持法」に似た共謀罪「テロ等準備罪」が創設されようとしています。日本が軍国化していくことに危惧を覚えます。日本の軍国化は、アメリカにとって北朝鮮以上の脅威になることを、意に留めておいてください。
「テロ等準備罪」は「国際組織犯罪防止条約」を批准するためと説明しますが、 日本は「市民的及び政治的権利に関する国際規約」に反した、合法的移民に対する処罰が続けています。
「市民的及び政治的権利に関する国際規約」に反した処罰が行われた場合は、国民が「個人通報制度」で提訴できるように、「国際組織犯罪防止条約」の批准より前に、「個人通報制度」の批准を行うように勧告してください。
