The Financial Instruments and Exchange Act clearly separates "false statements" from "non-statements." Writing false numbers or sentences about important information that influences the judgment of investors is "false statement". Not writing is "not stated". Professor Wataru Tanaka of the University of Tokyo testified. "I don't think it's a false statement," he said. Nissan's report is "not stated". The reports of many companies are "not listed".
