The use of EMP weapons by Russia will end the war in Ukraine. The war will be a peaceful space war that does not kill people with "EMP weapons". The common sense of war is completely changed.

North Korea should become a “socialist free economy” like China. To that end, the United States should lift all economic sanctions. Under the US-driven “global economy,” “economic sanctions” afflict the US like economic sanctions against Russia.
Instead of abolishing "economic sanctions," the "military alliance of the three countries" should jointly act as the "policeman of the world." All should perform the duties of "police officers" by "military sanctions" by the "three countries".
If no consensus is reached, the three countries will enter a space war. Therefore, I believe that the three countries will definitely reach a consensus.
If there is a conflict between China and Russia versus the United States, it will be a space war. So the three countries have no choice but to negotiate until they agree. The three countries are "adult countries". Even if you are dissatisfied, you will always agree. If there is no agreement, the meeting will continue and not "break down".
"NATO" becomes "European Armed Forces". If "NATO" attacks Russia, the "US and China" will, by treaty, fight alongside Russia with "EMP weapons" against "European forces". Russia will no longer be afraid of NATO.
If North Korea attacks the United States, "Russia and China" will fight "North Korean forces" together with the United States with "EMP weapons" according to the treaty. Now the United States will no longer be afraid of "North Korea".
Against "terrorists", the allied forces of "the United States, Russia and China" will fight "terrorists" with conventional weapons. Depending on the situation, the three nations will destroy the "terrorists" with "EMP weapons".
The United States is asking allies to spend at least 2% of their GDP on defense. I think that even among the three countries of "the United States, Russia, and China," the reduction of the "military budget" will progress through talks among the three countries.
