Japan and other countries say that the United Nations cannot function because Russia and China exercise their veto power in the Security Council. But this is the rule of democracy.

I argue that there is no need for reform of the permanent membership. Voting rights in democracy are based on majority vote. That is the rule of "majority," two-thirds or more, unanimity. The United Nations is working.

The Security Council has a "unanimous" rule with permanent members. This too is democracy. If even one country vetoes the bill, the bill will not pass.

Currently, the veto power of China and Russia is a hot topic in some Western countries regarding the Ukraine issue and North Korea's missile development.

President Zelenskiy's ``speech at the United Nations'' attracted attention in Japan and other countries, but during his speech, ``the seats were conspicuously empty.'' His reform of the United Nations did not attract much attention.

This is because Zelenskiy does not have the "support" of "G20 and G77 countries." The world is "at the mercy" of Zelensky's performance.

The veto is based on the ``principle of great power unity,'' which aims to prevent Security Council decisions from losing their effectiveness due to opposition by major powers. However, there are pros and cons depending on how you think about it.

Supporters of the veto see the veto as promoting international stability and as a "check" against military intervention. I believe that this is ``preventing'' the outbreak of ``WW3''.

The "critics of the veto" want to say that it is "unequal." They say the veto is "the most undemocratic element of the United Nations."

The veto itself is sometimes called the great power veto. It is ``obvious'' that the United Nations cannot function if UN member states have an equal ``one vote.''

At the San Francisco Conference, the "Five Great Powers" declared that unless they were given the "veto" power, the United Nations would not be formed. Many people are unaware of this fact.

The use of the veto has gone through several stages, depending on changes in the political balance of the Security Council.

From 1946 to 1969, the United States, which had a majority on the Security Council, did not exercise its veto power.

The Soviet Union used 93% of its veto power to block the resolutions of the European and American majorities.

France and Great Britain used their vetoes several times to protect their colonial interests, and the Republic of China used their veto only once.

In the 1960s, as the number of United Nations member states increased through decolonization, the majority status of Western countries began to collapse.

This was because newly independent Third World countries often voted against Western countries.

Number of vetoes exercised: As of August 2020: 116 times by the Russian Federation and the Soviet Union, 82 times by the United States, 29 times by the United Kingdom, 16 times by France, and 16 times by the People's Republic of China and the Republic of China.

Even without reforming the United Nations, the world is rapidly changing from a security system centered on the G7 to a security system centered on the G20, and then to a security system centered on the G77. I don't think it's necessary to be "obsessed" only with the United Nations.

I am proposing that the United States, Russia, and China form a ``G3 military alliance'' and that ``the three countries'' will ``deter'' wars around the world. That is the rule that wars are ``concluded'' by ``nuclear war.'' There will be no more wars on earth.
