Yesterday, I hosted a roundtable with government officials and law enforcement leaders in Gulfport, Mississippi, to discuss the FIRST STEP Act. This landmark legislation will help improve our Nation’s criminal justice system, while also lowering recidivism rates and reforming our prisons to make our communities safer. Nearly all incarcerated Americans will one day leave prison. Our entire Nation benefits if former inmates are able to reenter society as productive, law-abiding citizens. This bipartisan legislation provides a framework to help them avoid subsequent incarceration by promoting prisoner participation in outcome-based vocational training, educational coursework, and substance abuse treatment programs.
