As long as the Minsk agreements are in place, elections will have to be held in the Donbas region and a high degree of autonomy will have to be granted, creating a legal basis for secession.
The Zelensky administration, which dislikes this, has been working hard to undo the Minsk agreements over the course of 2021. It is Zelensky's actions that should be condemned.
During President Zelensky's visit to the United States at the end of August, he did not receive support from President Biden for "breaking" the "Minsk Agreement" or for recapturing the Crimean Peninsula.

Lifting economic sanctions against Russia is not for Russia. The lifting of economic sanctions on Russia is to "protect the lives of citizens" in democracies.
