The first thing Mr. Suga wants to promote is the "spreading" of "My Number Card."
I think it is difficult to popularize "My Number Card".

Without "people's trust", "e-government" cannot be promoted.

There is something to do before "My Number Card".
It is to package the "administrative system" of the "local government".
The total number of prefectures in Japan is 47. The total number of cities,
towns and villages in Japan is 1724. The administrative system
of prefectures and municipalities should package them one by one.
The reason we can't do one is because we lose the politician's "right of interest = right of special interest".
And the opposite of "public servants".
